PALI aims to engage and influence global, regional and national policies and laws effecting the poor, indigenous, marginalized, and vulnerable groups and people, and planet. The roles of PALI are policies research, capacity development, consultations, and advocacy.

NGOF is one of the regional and global gateways for CSOs in Cambodia which will engage and influence key policies such as Paris Agreement on Climate Change and Conference of Parties (COP), Sustainable Development Goals, and Transboundary Free Trade Agreements and other following key policies and laws, but not limited to:

  • Natural Resources and Environmental Code, and other laws related.

  • Pentagonal Strategies

  • Cambodian Sustainable Development Goals (CSDGs)

  • National Strategic Development Plan (NSDP) and National Program Phase 2 for Sub-national Democratic Development

  • Public Financial Management including national budgeting, green finance, tax justice, and digital economy.

  • Climate Change Strategic Plan 2024- 2028, including loss and damage policies.

  • Agriculture policies, and other related sectoral policies and strategic plans, and other related policies

  • Sustainable and green growth policies

  • ESG and Business and Human Rights

 

PALI is led by one manager and other team members. In addition to its core roles, the team plays as a secretariate of two important networks: Budget Working Group (BWG), and River Coalition Cambodia (RCC) with around 50 local and international NGOs working together to address issues related to their mandates and collective ones in a more coordinated and reached more common goals, effective use of resources and greater success.

Budget Working Group (BWG) is a coalition of 20 local and international NGOs working on budget-related policies coordinated by the NGO Forum on Cambodia (NGO Forum). The Group has been engaged in public budget advocacy for several years since 2016. The group advocacy aims to produce credible evidence through budget analysis, research and mainly open budget survey to influence the Royal Government of Cambodia (RGC) to increase budget allocation toward poor and vulnerable population and to improve budget transparency.

Rivers Coalition in Cambodia (RCC) envisions that existing and future hydropower dam projects respect the rights of the affected people and ensures the sustainability of the environment and livelihoods.  In order to achieve this, RCC believes that public participation in the planning and decision making process is essential in order to guarantee that the interests, needs, and benefits of affected people are included as well as addressed.

This study​ is a collaboration between the NGO Forum on Cambodia (NGOF) and ActionAid International Cambodia (AAC), aims to understand the impacts of investment projects on local communities, the environment, and cultural practices. National Consultative Seminar on Indigenous Communal Land
On 19 July 2024, Indigenous Community Support Organizations in collaboration with the NGO Forum on Cambodia and other partner organizations organized a National Consultative Seminar on Indigenous Communal Land (ICLT) in Kampong Cham Province. This national consultation seminar was cooperated by relevant ministries, including the Ministry of Rural Development, the Ministry of Interior, the Ministry of Land Management, Urban Planning and Construction, the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Environment, with the participation of authorities, community representatives, civil society organizations and development partners with a total of 158 participants (37 females). Achievements and research results, challenges and suggestions were brought for discussion during the seminar. Dr. Thol Dina, Project Director of LASEDIII of the Ministry of Land Management, Urban Planning and Construction, mentioned the previous community registration, which resulted in 193 communities being recognized by the Ministry of Rural Development, 153 communities recognized as legal entities by the Ministry of Interior and 43 communities officially recognized by the Ministry of Land Management. Please be informed that Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) urges consideration of planning for resource and community development projects in addition to the current dialogue. In general, the content from the discussion, suggestions and recommendations are compiled and prepared as key notes for submission to the relevant ministry leaders for further discussion and address.

National Public Forum on “2024 Budget Rationalization and Strengthening the Efficiency of Budget Execution and 2025 Budget Law Formulation”
On 27 June 2024, the Budget Working Group (BWG) coordinated by the NGO Forum on Cambodia, organized a public forum on “2024 Budget Rationalization and Strengthening the Efficiency of Budget Execution and 2025 Budget Law Formulation”. The forum was attended by representatives from relevant government ministries, including the National Assembly, the Ministry of Economy and Finance, the Ministry of Interior (MoI), and the National Committee for Democratic Development (NCDD), Private Sector, UN Agencies, representatives of development partners, representatives from national and international civil society organizations, representatives of universities, students, youth, indigenous communities, citizens and the media. There were 3 important objectives of this forum; 1- Increase the understanding and promote the public participation on budget transparency and accountabilities including the budgetary process both national and sub-national level. 2- Provide opportunities for tax payers including youths, CSOs/NGOs to have a dialoge with relevant stakeholders and policy makers toward the public participation in the budget cycle at national and sub-national level. 3- Provide opportunities for tax payers including youths, CSOs/NGOs to provide inputs on the formulation of the draft national budget law 2025 to relevant stakeholders and policy makers toward the improvement national budget transparency and accountability, gender mainstreaming, inclusive principal and other alternatives to improve the effectiveness of sub-national budget formulation. As result, participants expressed their dedication to ongoing collaboration within a professional framework, fostering transparency and accountability in budgeting and oversight, particularly at the sub-national level. The Budget Working Group (BWG) is a coalition of 20 local and international NGOs working on budget-related policies coordinated by the NGO Forum on Cambodia (NGO Forum). The Group has been engaged in public budget advocacy on various sectors, such as education, child and healthcare, gender, environment, etc., social protection, and natural resources.

Workshop on revisiting CSOs’ Input to new National Strategic Development Plan (NSDP) 2024-2028
First of all, we would like to congratulate the NGO Forum on Cambodia (NGOF) that has been officially appointed by the Royal Government of Cambodia through the Ministry of Planning, as one of the members of Inter-Ministerial Committee and Technical Working Group for preparation of the new National Strategic Development Plan (NSDP) 2024-2028. To play this critical role, on 9 January 2024, the NGOF organized a consultative workshop on Revisiting CSOs’ Inputs to new National Strategic Development Plan (NSDP) 2024-2028 with around 80 participants both in person and virtual who are from the Ministry of Planning, NGOF’s member organizations, networks and development partners. Honorable guests and participants applauded the process and regarded that the NSDP is the most important document to drive development process in Cambodia so that all stakeholders should put all efforts to provide inputs and develop this plan. The full-day workshop aims to raise awareness of the first phase of the Pentagonal Strategic Plan and provide up-to-date information on the NSDP 2024-2028 process to civil society organizations that are members and partners of the NGOF, as well as present format to generate inputs from participants for the NSDP 2024-2028 that will then submit to each relevant ministry, Ministry of Planning and members of the Inter-Ministerial Committee. As a result of this consultation, participants have learned about the pentagonal strategies, process of NSDP preparation, and especially provided a lot of useful inputs which will be formulated into the CSO’s inputs paper to be submitted to the Government. Participants will encourage other CSO representatives and stakeholders in their contacts to provide further inputs online until 12 January 2024. The NGOF will consolidate the first collective inputs and will submit it to the line Ministries and Ministry of Planning in the week of 15 January 2024 onward. The NGO Forum and participants also strongly encourage all other CSOs to continue to provide inputs through online until the first draft of NSDP shared by the Ministry of Planning, tentatively in the second half of March/April 2024. Consultation Workshop to collect inputs on the new draft land law
110 participants from 73 NGOs participated in a Consultation Workshop to collect inputs on the new draft land law happened on 12 February 2024 in Phnom Penh. The Ministry of Land Management, Urban Planning and Construction has provided space for CSOs including the NGO Forum on Cambodia to coordinate with member organizations collect inputs on the new draft Land Law in order to submit to the Ministry. National Forum on the “Promoting the Implementation of Social Protection and Safety at the Workplace in Banana and Rubber Agro-Industrial Sectors"
On 23rd December 2023, The NGO Forum on Cambodia (NGO Forum) in cooperation with the Cooperation Committee for Cambodia - CCC and Cambodia Agriculture Workers Federation (CAWF) jointly organized a National Forum on the “Promoting the Implementation of Social Protection and Safety at the Workplace in Banana and Rubber Agro-Industrial Sectors". The National Forum was opened by H.E Heng Sophannarith, Deputy Director of the National Social Security Funds (NSSF) represented H.E Heng Sour, Minister of Labor and Vocational Training (MLVT) and closed by H.E Lok Chumteav Lok Kheng, Chairwoman of the 8th Committee in charge Health, Social Affairs, Veterans, Youth Rehabilitation, Vocational Training and Women's Affairs and High Representative of Samdech Moha Rathsapheathika Thipadei KHUON SUDARY President of the National Assembly of the Kingdom of Cambodia. The forum was participated by representatives of the MLVT/NSSF, General Directorate of Rubber of the Ministry of Agriculture, Forestry and Fisheries, Civil Society Organizations, Agro-Industry Workers, and relevant stakeholders with 115 participants (46 females) from 5 provinces including Kampot, Tbong Khmum, Kratie, Mondulkiri and Ratanakkiri. The forum provided an opportunity for representatives of banana and rubber plantation workers to raise their challenges and needs to stakeholders and policy makers. In addition, through the presentation of the representative of the NSSF, the representative of the Department of Occupational Medicine, And plenary sessions provided participants with the opportunity to learn more about: • Health and safety of banana and rubber plantation workers • Social protection for banana and rubber plantation workers • Labor rights and workplace safety principles for worker
