The NGO Forum on Cambodia is a membership organization consisting of local and international NGOs. It exists to coordinate and equip members, networks of NGOs, and other civil society organizations to actively engage in policy dialogue, debate, and advocacy with and for poor and vulnerable people in Cambodia.
The NGO Forum on Cambodia through Climate Change Policy Monitoring Project of Environment Program is seeking qualified consultants to conduct three research studies on:
I. Adaptation Fund Tracking and National Adaptation Linkage
The study aims to track the interplay of adaptation actors on the ground in Cambodia and to line out to what adaptation projects are aligned to national adaptation strategies or action plan.
Qualification Requirements:
– Proven experience in extensive social research and analysis related to adaptation;
– Advanced degree or master degree in related subjects;
– Substantive knowledge on climate change adaptation is a must;
– Excellent communication and writing skills and the ability to communicate at all levels;
– Excellent in the usage of computers and office software packages.
II. Network Capacity Assessment
The study aims to identify the capacity need of CSO members of NGOF and CCCN in applying JPA principles.
Qualification Requirements:
– Proven experience in extensive capacity need assessment and analysis;
– Advanced degree or master degree in related subjects;
– Substantive knowledge on climate change, JPA principles and DRR;
– Understand the Cambodian and Asian context;
– Excellent communication and writing skills and the ability to communicate at all levels;
– Excellent in the usage of computers and office software packages.
III. Review the Strategy for Climate Change Policy Influence and Capacity Development
The study aims (i) to identify role of CSO members and affected community working on climate change; (ii) to analyse challenges and opportunities and how to successfully influence the JPA principles and climate change issue in Cambodia; and (iii) to review priority policies and recommendations to support the CSO and affected community on climate change issues both national and sub-national.
Note: consultant must fill and submit the annex 1.

Consultant Fee
The research consultant will receive a lump sum package of payment base on qualification and experience, as well as agreement with NGOF. As obligated, research consultant need to pay tax for their consultancy fee. The NGOF will withhold tax according to declaration to relevant authorities.
